The aged roofing system (which was just replaced 2024) was inexcusably damaged by the scaffolding counterweights and related apparatus,
The rooftop scaffolding apparatus was improperly deployed without any of the required precautions, most of which were the responsibility of the Engineer-of-Record, who should have assigned further appropriate responsibility to the General Contractor. These two are the culpable parties.
Neutral (yet highly incriminating) 2nd and 3rd opinion Engineer reports were commissioned by, and are on file at, C.O.G.
Our roof deck structure was undeniably exposed to sea chlorides-laced, infiltrating rainwater, potentially compromising the internal reinforcing steel bars of the concrete roof structure
Multiple apartments were severely damaged by infiltrating rainwater
Monetary damage inflicted on the 19th floor common and private property were incorrectly added to another project budget- the Re-Roofing Project. The damages should instead be backcharged to the Engineer-of-Record and the GC.
It was never observed that the clear waterproofing coating called for by the specifications was ever applied to our exterior masonry- an investigation on an "adhesion/pull test" are now required to validate one way or the other. If it was not applied, the cost must be recovered from the General Contractor.
No Project Oversight, but they were paid

No Structural plan or calculations for the massive counterweights and apparatus for rooftop-mounted rolling scaffolding supports
Failed to advise the Board that the Windows and Sliding doors project should precede the Exteriors and Balconies project, which jeopardizes or invalidates the balcony coatings
Failed to stop the GC from getting paid for unaaceptable work.
Unacceptably poor workmanship throughout
Abuse of our Tower Roof
Omitted the Exterior Masonry Waterproofing
Absence of all manufacturer and engineer inspections
Overbilling and double-dipping
Misrepresentation of Project Management capabilities
Siding with the GC and Engineer against the Owners
